On September 3rd 2009, KIO decided to issue discharge order for its officers; vice chairman No. 2 Dr. Manam Tu Ja, joint general secretary N'ja Naw Rip, Wa Ndu Mung Hkawng, Hkum Zau Hpan and Sabaw Krang. Analysts believed that the move is likely to defuse obvious military tension between the organization and Burma army. It also aims to form a political party which is under the leadership role of KIO's dismissed officers, in preparation to participate for the future election which is said to hold in 2010 by Burmese military junta. Dr. Tu Ja-the head of the KIO delegates to junta's National Convention conclude in 2007-is the leader of the Kachin State Interim Committee (Jinghpaw Mungdaw Pranwan Mugun Hpung), which is formed in June 20th 2008 by representatives from KIO, New Democratic Army-Kachin (NDA-K), Lasang Awng Wa splinter group and Kachin Consultative Assembly. The Kachin State Interim Committee (KSIC) is the cradle of Kachin State Progressive Party which was invisibly established last year under the leadership of Dr. Tu Ja. On the other hand, KIO's arms wing Kachin Independence Army (KIA) remains on its status quo by holding arms. KIA currently is highly alert on potential military attack from Burma army after the fall Kokang group, another ceasefire army in northern Shan State. The Kachin Independence Organization was originally established for independence Kachin land in 1961. The organization entered ceasefire agreement with Burma army in 1994.

The Kachin Independence Organization (KIO), one of the major ethnic arms organizations from northern Burma, shifted its political move by discharging some of its high ranking officers including the vice chairman No. 2, according to the organization's news release.
